Buying Property in Abu Dhabi as a Foreigner

Foreign nationals can own property outright in Abu Dhabi, but only in designated areas, and the rules are not the same as Dubai's. Here is what actually applies.

Can a non-UAE national buy property in Abu Dhabi?

Yes, in designated investment zones. Abu Dhabi permits foreign nationals to buy freehold property within specified areas, and outside those areas ownership is restricted.

This is the single most common point of confusion for buyers arriving from Dubai, where freehold zones are more numerous and more widely marketed. In Abu Dhabi the question is never simply "can I buy" — it is "can I buy *here*".

Hudayriyat Island is freehold and open to all nationalities. Modon states this for its communities on the island, including Wadeem Gardens.

Designated investment zones are set by the Abu Dhabi authorities and can be amended. Confirm the current status of any specific plot or community with ADREC or your conveyancer before committing funds.

Freehold, usufruct and musataha

Not every "ownership" in Abu Dhabi means the same thing, and the distinction affects what you can do with the asset and what you can pass on.

Freehold gives outright ownership of the property and the land, registered in your name, without a time limit. This is what buyers usually mean when they say they want to own.

Usufruct and musataha are long-term rights over property you do not own the land beneath — typically granted for terms of several decades, with different rules on alteration and disposal. They are legitimate structures, but they are not freehold, and a listing that says "ownership" without specifying which is worth a direct question.

What the purchase process looks like

For an off-plan purchase from a master developer, the sequence is broadly consistent.

You reserve the unit and pay the reservation instalment, then sign the sale and purchase agreement setting out the specification, the payment schedule and the handover commitment. Your payments go into a project escrow account rather than directly to the developer — this is a regulatory requirement and it is one of the things that makes off-plan in Abu Dhabi materially safer than it was a decade ago.

The transaction is registered with ADREC, and you receive documentation reflecting your interest in the unit. On completion you take handover, settle the final balance or complete the mortgage drawdown, and the title is registered in your name.

Costs beyond the purchase price

Budget for more than the headline figure. Abu Dhabi transactions carry a registration fee payable to ADREC and a DARI system fee, and where financing is involved there are mortgage registration, valuation and potentially arrangement fees on top.

Rates are set by the authority and are subject to change, so treat any figure you read online — including on competitor listing sites — as needing confirmation rather than as a quote. Ask ADREC or your conveyancer for the current schedule at the time you transact.

Service charges apply once the community is operational, and vary by community and unit type.

Property ownership and UAE residency

Property investment can support an application for UAE residency, and this is a genuine part of the appeal for many overseas buyers. It is also the area where online information ages fastest.

The long-term "Golden Visa" route has been associated with a property investment threshold of AED 2 million, and shorter investor-visa routes exist at lower thresholds. Whether an off-plan purchase qualifies, and at what stage, has depended on the specific programme rules and the developer.

Eligibility criteria, thresholds and the treatment of off-plan and mortgaged property are set by the UAE federal authorities and have been revised more than once. Do not make a purchase decision on the basis of a visa outcome without confirming current eligibility with the ICP or a licensed immigration adviser.

Where foreign buyers are actually buying

Abu Dhabi's freehold market is concentrated in a handful of master-planned destinations — Saadiyat, Yas, Al Reem, Al Maryah and, increasingly, Hudayriyat.

Hudayriyat is the newest of these at scale. It is a Modon master development off the west coast, connected by causeway, built around sports, wellness and waterfront leisure rather than around a mall or a business district. The residential communities have followed the leisure infrastructure rather than preceding it, which is unusual and is part of why the island reads differently from its neighbours.
